Hi, Charlie
Everyone keeps pointing to the "hooter" valve, or turbo bypass valve, which is sometimes also called a decel valve. I've also heard the throttle dashpot referred to as a decel valve, and it might be the source of your troubles.
When you post on here, it's a good idea to let us know what year/model Saab you have, too.
The dashpot I'm talking about is a little flying saucer-shaped thingy, around an inch and a half in diameter. It touches the throttle linkage. It has a plunger that pops out when you step on the gas, and it's designed to ease the throttle closed slowly when you release it suddenly. It's sort of like one of those devices that keeps your screen door from slamming shut.
To test it, locate it and examine it. With the engine off, open the throttle by hand and release it. Observe the dashpot action. If the throttle snaps shut, you need to replace the dashpot. They can be adjusted a bit -- and should be set so that they allow the throttle to close in 3 to 5 seconds.
For such a stupid little part, they cost a lot -- I ordered one for around $80 I think. But it's a simple matter to replace them if you have to. Definitely do it yourself!
