That bolt you think may be "loose" are probably broken. They break all the time. The best way is to remove the manifold (you may find other studs have broken also) and replace all 4 long studs w/new ones. Put in a new gasket from Saab and new m8x1.25 locknuts on all studs. Torque all manifold locknuts to 18-20 ftlb.
When the studs break off in the head, a good, high quality drill bit for the right extractor will do the trick (twists right out) take your time and do it right, its worth it.
