I had experienced both the wobbly dash vent problem as well as the "won't-stay-open" problem, too. I had seen instructions on fixing the wobble, but not the "self-closing vent" problem, so I set out the tackle the wobbles.
I used 4 a/c system o-rings (one per vent) from NAPA. (I forget their part number, but I can look it up easily if you want it.) I must say they are a bit expensive (to me, anyway), being about $1 each, but I chunked down the 4 bucks and change to keep my sanity. I used the directions on the Andrews of Princeton SAAB site about fixing wobbly dash vents (linked below).
I used a flat blade screwdriver as they and Dennis in Ottawa said, to pry the vents out (mine were filthy!) and then I slipped an o-ring over the vents rotation axis (post) and eased the vent back on.
I hadn't noticed it until Dennis in Ottawa said so, but I believe he's right: since I fixed the vent wobble (w/o-rings), I haven't experienced any "self-closing" vents. So, maybe he's right! Pick up some o-rings and have at it! (Remember, WARM plastic bends more readily w/o breaking than cold plastic. Since summer's coming (or here, depending on your 10-20), you should be okay on that count. If it's colder (<50 deg. F), warm the plastic with a hair dryer before prying. You'll be glad you did.
