there's a slight gap between the rotor and the body of the AIC, so there's always some air bypassing through it.
You're right, there won't be any reaction to increased loads on the engine using the one-position globe valve solution, so the idle will remain constant.
Another possibility to the high idle problem is that there's something that keeps the throttle from closing completely - maybe some goo (highly technical term) that's accumulated in the throttle body. If you haven't done it already, you may want to consider getting some carb cleaner, a toothbrush, and some lintless rags and clean out the throttle body.
