Compressors suck gasses and discharge them. In normal operating AC, the suction pressure (pressure at inlet to compressor) is about 20-30 psig. Discharge pressure is way higher, say 200-300 psig. In systems with low charge or with blockage, the suction pressure will be much lower than 20 psig. In extreme cases, the suction pressure will go into vacuum, meaning the pressure is below 0 psig (i.e., below 14.7 psia)
psig=pounds/square inch gauge (gauge pressure is pressure above atmospheric pressure)
psia=pounds/square inch absolute (absolute pressure is absolute, it makes no reference to atmospheric pressure)
