I would start with checking the fuel delivery system. CIS is way more sensitive to pressure drops than the LH system.

Make sure that the prepump is running and actually pumping gas into the main pump basket inside fuel tank.

Next step is to check the function of the main pump, maxpressure,fuel amount delivered and put a labscope on the powerlead to scope the ampdraw of the pump.

Do you have a stock APC box to try with? I have seen several modded APC boxes fail.

Try that for now. But very sure about that is tested the right way and that the right values are obtained. No one can help you if the testing procedures aren't done the right way and that the data is translated the right way.

It's very easy to say that you are a good Saab shop, another is to prove it. Especially with a different problem like yours. And that they have already done substantial diagnosing.

If I had the car here, I might find the problem right away by just lifting the hood, realizing that one thing is hooked up the wrong way. Or I might would have to spend several hours with faulttracing.
