The euro-spec (aka ECE or E-code), finally 'just did it'. Your questions:
1. looks much like your existing lights except the euro face is more vertical whereas yours has a definite slant. Therefore, your car will have a more blunted look with the E-codes. You'd have to look really close to see the tiny 'H4' on the glass that reveals they are not DOT-spec.
2. Legality is state by state. In any event, the chance of being 'caught' appears miniscule, the consequence supposedly being you are forced to reinstall your old lights to pass inspection (after which, hey, back they go). The legal quirk is that european manufacturers could not sell new cars without DOT-spec lighting. However, as I said, it's state-by-state whether you can retrofit a car with non-DOT-spec lights.
3. Cost about $230-250ea new. Used are avail out there but I've heard enough hassle stories about them I just bought new instead. Check out http://lighting.mbz (Daniel Stern Lighting) for more opinion/details/source for lights.
4. Every 900 year supported. Direct replacement. The car was designed for these lights from the outset. What we have in the states is actually a retrofit using brackets to hold our DOT-spec lights (not the other way around). It blew my mind how easy the conversion was to put E-codes in. You can use the same 55/65W (but diff design) bulbs; if you bump up to something hotter, note that you'll need heavier wiring and relays or you'll toast the stock relay at ~$65 apiece.
