The only way to adjust the air/fuel mixture is via the 3mm allen screw under the anti-tamper plug on the fuel distributor. Without an oxygen sensor as a guide it will be difficult to adjust since a little tweak goes a long way. See the attached url for details.
The warmup regulator adjusts the fuel pressure and hence enrichs the mixture during only the warmup phase. You don't want to mess with it if it runs well when it's cold.
