uneven rotor wear on fronts, comments on Axxis pads

I have been plagued with uneven rotor wear on my '93 900TC. The rotors were not evenly wearing at 70K. They were too thin to machine so I had to replace them. I put on new Saab rotors and Axxis pads. Now at 117K I have the same problem (I realized this when I replaced a wheel bearing last weekend). Both times the uneven wear occured only on the inside surface of both front rotors. This surface (on both sides) was slightly thicker (less worn) on the outside edge approx. 3/4 inch all the way around as well as 3/4 inch on the inside all the way round - that is by the hub. I am complaining because this has happened twice this good pads.
My old theory: the inside and outside rusts and wears the pad. As the pad becomes more worn then more rust can occur due to a lack of contact. And after almost 47K miles, you get to my situation. But this only happens on the inside surface of the rotors.
Do I just have to live with this or is there something I can do. Has anyone else had this problem. Because of this wear, I get a pulsation in the pedal which is annoying.
For those considering Axxis, they seem to be great. After 47K, they are only 2/3 worn.
