Chances are there is no R12 left in the system, but if you feel that there might be, read on.
On my '83 (which I presume is similar to the '84), I have had the A/C relay fail a few times, giving the results you described. Try either switching the relay with a known good one or popping it open and cleaning off the contacts - they get a bit carboned up. Another way would be to bridge the two terminals that the relay connects, but I don't have the wiring diagram handy.
