Automatic Transmission Surging

I have an '83T w/ 141K. I have two issues that I think revolve around the automatic tranny.
1. On cold mornings it is very sluggish on shifting. It won't come out of 1st gear until around 4500 RPM's. This goes for all the gears until the engine is warm.
2. Even after the engine is warm there's a strange surging that the car goes through until it has been running for more than 10 minutes. After which, it runs fine. Example: After driving to a meeting the car set in the clients parking lot for a few hours. Upon leaving and driving for the first 10 minutes the trans would seem to surge. Notably the RPM's were constant so it wasn't the engine surging. After I got on the highway for about 5 minnutes it stopped. I noted that the engine temperature was well into the 'warmed up' area, but the trans still seemed to be surging during the first 10 minutes of driving.
Any suggestions?
