84 900s has high idle problem

...Ive tried the set screw for the throttle cable and adjusting the timing to no avail. even with the set screw turned all the way out it makes nary a difference. Is their anything else worth adjusting/ cleaning to help drop the idle down so the set screw at least becomes effective? The idle stays up around 1200-1300 with the timing @20 degrees.
