Exhaust gases are normally full of water, the main by-product of combustion. (In the form of steam)
If a car is used on mostly short trips, the exhaust system will actually fill up with water. I should say, the muffler will. This is because when the car is first started and the muffler/exhaust system is cold, the steam condenses on the cold exhaust system. As the exhaust system heats up, the water evaporates and is expelled in the form of steam.
So, "white smoke" 20 minutes after starting the car may just be the normal byproduct of a build up of water in the exhaust system; a water build up that is normal if the car is used on short trips.
The rough running might indicate a head gasket problem, but could also just be a big plug gap. Try a fresh set of plugs and see if the rough running is cured.
If you truly had a significant headgasket problem, and were in danger of hydraulic lock as referred to above, you would be losing coolant. You didn't say you were. If you are not, then I think you are ok for now. If you are losing coolant, then you might start worrying.
If you had a problem with the head gasket and coolant then I believe you would be having overheating problems. Overheating is a classic sign of a headgasket going or gone.
