Did you check the timing and verify that the mechanical and vacuum advance mechanism are working? I don't see that in your list.
Has anyone ever done a pressure test on the CIS system, warm and cold, that
really should be done.
Don't try to diagnose the hard cold start until it runs right warm. If it idles uneven then there's clearly something wrong. Connect a vacuum gauge
to the intake manifold and it should read 16-20 in Hg.(steady) at 900rpm.
Other vacuum leaks to test for: brake booster, vacuum advance, checkvalve on vacuum tank located on the right fender, injector seals, loose/torn boot on fuel distributor.

Cleaned very carefully throttle body. New cable from pedal to throttle. Cleaned the fuel tank (old water/dirt). Checked the fuel-back-line to the
tank. Airfilter. Tried 100 Octane fuel.
No success at all. K-Jettronic is starting in the common old style. If warmed up, engine has idling speed around 900, uneven.
All (!) vaccuum hoses are new, together will vaccuum grommets! New Valve Cover seal. Engine is oil tight (small leakage at the main pulley seal, 3-5 drops each
week). New oil dipstick seal.
Went to three Volkswagen Workshops for tune up - same as before. Saab is running on 0.8 - 1.0 % CO2. No catalyst. No Oxgen Sensor. Now the electric device
on the left inner wing will be replaced (the 'mind' of the CIS) Again EUR 840.00
