Yes it will turn it black, but the paint will not go on evenly, and when it does dry, it will chip up pretty quick. (as soon as bugs/dirt/etc. hit it)
If you want it to last, sand it....prime it with sandable primer...sand again with fine grit paper (I got all my supplies at a local auto parts store)...apply a few very even coats of the final paint, then, I would let it dry for at least a full day, I let mine dry for 2 days... my grille held up for about a year, then I parked the car that it was on, and the grille still looks very good...(1985 SPG, I painted it to match the original silver color)...
