Just some guesses.
First, I'd remove the entire left rear light assembly and thoroughly check it out. You can leave the wiring hooked up so you can observe the problem with the assembly out of its mounting place. I'd clean all the ground connections and make sure the little bulb contact prongs are lined up. See that none of the wires have bad insulation, i.e. allowing the turn signal wire to contact the tail light wire.
