STARTER-Saab starter solenoid is very voltage sensitive. You'll try to start, hear a click, but he car will not start. All the other lights and everything will still work, but you won't get a start.
Solution: Try cleaning the battery connectors and terminals to reduce voltage drop at the terminals, and also try cleaning the ground wire that runs to the engine. If you have an aftermarket alarm system, that can be the source of the trouble. It was on my '90 900S. They insert wires and a relay in the ignition line, which causes a small voltage drop, which will be enough to screw up the starter. BTW, turn off radio, lights, and vents when you shut down the car. That way they will not drop the battery voltage when you turn on the vehicle before you start.
Idle surge:
Good advice about the vacumn lines. If they are old and brittle they can cause trouble up to and including burnt valves. Pay attention to the hoses that go to the idle control valve. You want them to be pliable, not brittle.
Locate and remove the AIC valve, aka the Idle control valve. It's on top front of the engine. Wash it in gasoline to remove dirt and oil residue. lubricate with dry graphite, usually used as a lock lubricant. Shake out the excess and re-install. use zip-ties around the hoses on the idle control valve to insure you won't have any leaks.
