I think 1/4 turn locking gas caps were deprecated back in the early '80's. I have never seen a 1/4 turn gas filler neck on a Saab. Just as an FYI, you can put a 1/4 turn gas cap on the newer style filler necks, but not the other way around. I know this because I left my gas cap at a rest stop on 95 on my way to Maine. When I got up there and realized it was missing, some guy that looked like Ernest Hemingway at a gas station that had last been visited by the pilgrims gave me this old steel gas cap that looked like it came off of a '61 ford P/U. It fit! I must have had a dubious look on my face because after about a minute, he said "you don't have to bring it back", which made me crack up.
Getting back to your problem. I have had to replace that filler neck in almost every 900 I've ever owned, and each time I just bought a new one. There $80 bucks. I know it's awful, but after hearing what you're experiencing, it reinforces my belief that parts that cost < $100 new are just worth replacing with new ones.
