I've heared this scenario before. For some reason the later 16 valve cars seem to have little heat at idle. SAAB came up with the idea of installing a "pump" inline to the heater inlets. This "pump" may have gone bad. It is a plastic unit in between the heater hoses. Try replacing the pump or eliminating the pump and converting to earlier heater hoses (i.e. 85 thru 89 16 valve hoses). SAAB used two different thermostats. 82 deg. and 89 deg. Celsius ( don't ask me for conversion to Farenheight as math was my worse subject LOL). Generally the 82 unit was specified for turbo use or in certain climates. The 89 unit was specified for non-turbo use or cold climate areas. All 91 thru 93 2.1 liter non-turbo engines were to run the 89 unit. In my opinion SAABs tend to run on the hot side in hot weather. They are most happy in the cold. Finally the 91 thru 93 non-turbo 2.1 liter engines are notorious for eating headgaskets. A bad headgasket can lead to loss of heat in the winter. The same bad headgaskets cause overheating in the summer. This is what I remember of the cooling systems. Hope this helps.
