Turbo Bypass Valve on 85 SPG!!!!

I think the bypass (hooter) valve might be gone on my SPG. I never get the PSSHHHH noise of the system releasing the pressure when i quickly shift. do you on your turbos? also in fifth gear going up a hill at around 3500 RPM the boost pins to the end of the yellow, and then fluctuates around there. is this signs of a blown hooter valve?
