I think you need to prod him a little more on what he means by "crack the tranny". It sounds to me like maybe he smoked some crack or hit his head on the tranny before he did this work. There is nothing even related to the tranny in R&R of the steering rack. The job is messy but simple. It takes a couple hours on the floor of a residential garage so anything beyond that by even the worst "professional" tech/mechanic and they're doing something incredibly wrong.
