The ARRL Handbook JFET analog voltmeter has an 11 MOhm (MegaOhm) input resistance. Most DMMs have a 10 MOhm spec. This is 500 times less loading than your meter's specs. My gut feeling is that you 20 KOhm meter may be too much loading for the weak current output from the O2 sensor. There's a Robert Bentley Publications Bosch fuel injection handbook that probably tells what's needed to check O2 sensor voltages.
