Big caveat, I have never measured the voltage that way, so it may in fact be normal. That said, it sounds high to me. For a quick test, use a jumper cable to connect the body of the alternator to the block and see if the voltage drops. Otherwise, go ahead and replace the ground wire as the connections tend to corrode over time. You may use as big a wire as you want. This is a case where bigger is better. You can also safely run another ground wire. I will state as a professional electrical engineer and as some one very experienced in automotive wiring that this will not cause a "ground loop".
