BOV = Blow off valve?
Do you have an aftermarket blow off valve? Sounds like you have a stock bypass valve that has failed.
When you say you get to 20, are you referring to 20 lbs of boost or 20 MPH? If 20 lbs of boost, I assume you've done fuel and exhaust mods... that being the case, you may want to go to a performance bypass valve. Our cars are not too keen on BOV's... They need the recirculating air function of the bypass valve to keep things working well. That being said, I actually do have a BOV, but it was very, very difficult to get it working satisfactorily.
