Under hood on drivers side near firewall.
However, the top fuses are in a different place on my 87 convertible.
On the 87, there is a fuse on under the hood, on the passenger side, around the power steering reservoir area. Your car may be different in that respect.
Remember, the parking brake has to be engaged for top to work!
