It bleeds compressor air to the intake side of the compressor wheel. Has nothing to do with the exhaust side of the turbo, which is controlled by the turbo bypass valve.
There are, in fact, exhaust pop-off valves that bleed exhaust directly to atmosphere...noisy bastids they are! Generally you want to bleed the exhaust around the turbine to control boost, not as in the case of the Compressor Bypass Valve which is to avoid compressor stall when the throttle is snapped shut while the compressor is boosting.
I agree with other posters..if you install a compressor blow off valve to replace your stock bosch bypass valve, yes you will get a nice noise, hiss, whatever, but the net effect will be slower acceleration. Further, the air mass meter will 'read' the lost air as increased engine fuel needs and dump beaucoup fuel through the injectors...when you open the throttle again you'll get a nice blast of fire down the exhaust pipe, through the cat, and excess fuel blows a fireball out the back depending on whether it gets combusted entirely in the cat or exhaust system. Repeated use generally burns up the cat.
