1. In MA, any cop can pull you over in any vehicle and issue you a citation. Sometimes if a local cop is on the highway and see something going on, they will call in the staties just to follow protocol. However, they can pull you over and give you a ticket if they so desire.

2. I would definately appeal this ticket. I would use the following defenses; He didn't use radar on you, when was the last time his truck had the speedo calibrated (you can subpeona him for this).

3. The court cannot raise a ticket, it can only go down or stay the same with an appeal. Also, it cannot be moved to a non-moving violation like in some states, so don't ask for that!
