I'm doing this from memory (since I'm in the office and that set of keys is at home), so bear with me:

Open the remote and look halfway down on the side. There is a small plastic piece (black or beige) that should be firmly seated into the spot it belongs in. Vague, huh? This piece on mine was pulled almost all the way out. The function of it looks to be very similar to a garage door opener transmitter that has those internal plastic switches that you push up or down to set the code to match the receiver.

Also make sure the battery was installed correctly.

If you need more info, I can open up mine when I get home this evening and post what I find.
