headliner is really a minor issue. Expensive stuff is the A/C, headgasket and hidden structural rust.
Does A/C compressor run? If the seller says it needs a recharge, there's a leak and you're looking at several hundred dollars.
A quick check for head gasket is to see if the expansion tank pressurizes quickly before the coolant has warmed up. Open cap and if pressurized, the headgasket is bad. Also check for bubbles at small hose to expansion tank from radiator when you reve the engine. Further checks include inspecting sparkplugs. If one or two are amazingly clean those cylinders have a coolant leak. Figure about $1000 for new headgasket job unless you can diy
I would look under the rear seat signs of floorpan and wheel pan rust. Then remove the door sill plate and front kickpanel plate(only 7 T-25 torx screws--takes 3 min) so you can peel back the carpet and pad enough to check for floor pan rust.
Reject any cars with rust. Evidence of long term water leaks. Can be fixed, but many hours of troubleshooting to find and fix leaks and then body shop to weld in new floorpanels.
