Block drain plug Q.

I removed the block drain plug, the small one, as pictured in Bentley on my '85 900 8V. Nothing happened. I expected a good flow of liquid but it seemed to me that some sort of solid blockage was up inside. I poked around and it was like a tiny steel disc was up inside . What is going on here? Should i puncture this disc, if i can? How can i drain the block? Is this perhaps some sort of protective device against freeze or overheat? Also, i noticed a buildup of crud just above this drain plug so naturally thought the plug was leaking, not the case. But i did notice a small hole, maybe a weep hole, as i have seen in some water pumps. Does this hole leak out coolant on purpose?
