can't get above 10psi boost, what gives?

I checked base boost. It was 4.8 psi and I increased it to 5.4. I have increase my f-pot incrementally (clockwise) until it won't go anymore. My p-pot is corroded or something and won't move either way. In fourth (not third) I get a max boost right around 10. I only get 8.5 PSI in third. I am running either 92 or 93 octane Sunoco. I have owned this car since it had 40K so I don't think it was farted with by previous owner. I thought about getting a new car but decided to soup mine up(cheaply or freely better yet) and keep it.
What gives?
'93 900TC, 130K miles, home tweaked APC and recently installed 3.0 fpr (hoping I might get big boost).
Other goodies: MSS exhast & SAS springs
