This sounds crazy but I have seen both high beams burned out before. I was beating my head trying to fix that same problem on a Town Car. Could not find anything wrong. Till I checked the bulbs. Sounds dumb but it happens. What caused it in my case was one had burned out and on one caught it. Then later the other one failed. It was brought to me to fix because it must be a wiring problem. This is unlikely but just wanted to save you the time I wasted trying to fix it. Good Luck.
