low braking power during the summer

For the last 4+ years my 91 900 has had this recurring problem. When I brake SUDDENLY, the brake pedal feels very hard, yet I have limited braking power and there is a pull to the right - as if only the brakes on the right side are engaged. If I keep pressing hard, i can kind of push through it, but i have clearly lost ABS.
If i am able to pump my brakes once then the problem disappears. If I see the need to brake even an instant in advance, all i have to do is tap the brake pedal before braking hard and the problem does not exist. Likewise, if i am not braking very hard there is no problem because even if i feel the problem occuring, all i have to do is tap the pedal and then brake normally.
To further confuse the problem, this only happens in warmer weather. To be more specific, it never happens in the winter unless there is a sudden increase in the temperature (i live in Boston). In the summer, it is constant if the weather is hot. When it is mild it is intermittent.
I have had two mechanics look at this - one of them ONLY works on Saabs. I have also discussed it with a Saab dealership. No one has any idea what the problem is. I have had calipers replaced.
Does anyone have any idea what this problem is?
