You should really set the cam sprockets/flywheel at TDC before you take the head off, just because its that much eaiser to install. The way you described should work, as long as the cams are not bolted down then there will be no interference. For the tensioner, you remove the bolt and spring, lift up the racheting dealie and push the plunger all the way in, then put the chain on with everything lined up and install the tensioner, tighten down then put in the spring and bolt. Now spin the engine by hand a couplea times and you will hear the tensioner pick up some slack in the chain, check your timing/cam marks again and be done or repeat if needed.
