Did you put 12V to the APC controller, or the APC solenoid? I can't tell from your post if your problem is no power to the controller, or no power from it to the solenoid. When you say you "have a 10amp fuse inline between the battery and the APC solenoid", it sounds like you're running 12V straight to the solenoid, which would prove that it's functional but the APC controller wouldn't be able to take that 12V away, and wouldn't be able to regulate the boost as you describe.
If you have no power to the controller (pin 14 on an '85 and pin 13 on other years, according to Bentley) w/ ignition sw in 'run', you need to trace the power back and find out why no power to the conroller. This power is switched by the ignition switch and goes through fuse #10.
If you do have power to the controller, and your car's '86 or later, check for 12V on pin 20 (ignition sw in any position) at the controller. If you find voltage there, the controller thinks the brakes are applied and is keeping the car in 'base' boost.
If that checks out, check the wiring from the APC controller (pin 12), through the cruise vacuum switch, and to the APC solenoid.
