I have found that simply turning the ignition key on will only give momentary voltage to the fuel pump, and then only at times (and just on 8-valve 900 models).
To have voltage at the pump for testing, you remove the fuel pump relay in the fusebox and use a jumper wire to connect terminals 30 & 87. This will power the fuel pump and the frequency valve on inner fender (which will buzz).
With this jumpered, try checking the voltage at the fuel pump. Should be 12 volts or maybe 12.5 volts.
