I can only answer a couple of the questions.
Yes, it is a spacer (not a shim) between the crank pulley bolt and pulley. Without that spacer, the pulley have about 1/4" to wander back and forth on the crank shaft. The only thing that keeps the crank pulley from freewheeling is the key in crank shaft.
The key in crank shaft and groove in pulley takes a lot of beating in this scenario since the bolt doesn't hold it down at all.
No, I have never seen or heard about that spacer splitting in half. It is no reason why that should happen.
8 hours is too much for fault tracing, especially when charging another 2 for replacing the failed part.
Yes, it is possible that the wobbling pulley have destroyed the crank seal but even worse, it might have eaten away on the crank shaft too so it might not be possible to ever get the seal to work again since the new crank pulley might be wobbling on the worn crank shaft.
Keep in mind that a repair shop is only as good as the latest mechanic hired. Some shops have a steady flow of mechanics come and go and very little training for the new ones.
If that would be the case, it is a chnace that he didn't know about the spacer since it usually falls off and under the car when the pulley is removed.
Older 900 (90 and older) didn't have this spacer and he might have been used to that.
