Part of the warm-up system. Warm air pulled from around the ext manifold until temp in the airbox reached a certain level, then a flapper door would shut that tube off.
IIRC, all the 8-valve cars were CIS injection (K jetronic). CIS has its own set of good & bad characteristics. Most/all euro cars used it prior to LH series (L jetronic). Not sure what component you're referring to.
