I had this same problem.
In my case, I found that although the 25Amp fuse was good, the contact on one end of the fuse was corroded. I cleaned it with steal-wool and it started to work.
My guess is that the clicking sound is telling you that the signal going from the button to the relay switch, located near the motor, is working. Unfortunately, it also sounds like the main power (25 Amp) that is being directed by that relay switch is partially or completely interrupted. You need to locate and correct that interruption.
