The device under the dash is the boost overpressure switch. In your year car, it is simply a switch that is normally closed. If something fails in the turbo control loop and the boost pressure goes too high, the switch opens and shuts off the fuel pump (overboost switch). The ECU/APC doesn't even see it. If it were leaking, it would look like a minor vacuum leak at the manifold. No real effect on the APC.
Since you've got a modified system, you're probably running at higher boost pressures (few folks modify the APC for LESS boost) Without the overpressure switch, you do run a slight risk of damaging the engine if you run the boost too high into the red. But if you're paying attention, if such a thing happens (like the hose falls off the wastegate actuator), you'll notice the incredible boost, and just be aware enough to back off.
