I think that the typical configuration is a brass contact making spring-loaded contact onto the steel ring. When the contact wears down, the spring is beyond its working range, and positive contact is lost.
The steering wheel I'm referring to is a SAAB/MOMO one with an adaptor hub- I'm not sure how the brushes are held inside of standard equipment steering wheels.
