If temp goes down during slow/city driving, this means radiator problems.
It's either clogger or the fins have separated from the cores.
In either case, replace the radiator. Cleaning/flushing, are a waste of time and money.
If the problem is as bad/worse at slower speeds, could be just a t-stat.
The air filter has NOTHING to do with this problem.
