Intake manifold full of fuel

My 89 900 would not start and there was a strong odor of gas. I looked into the intake manifold and there was a lot of fuel in it. I disconnected the vacume hose from the fuel pressure regulator and turned the engine over. No fuel came out of the vacume hose. I sucked on the vacume hose and it seemed to hold the pressure. I pulled and dryed the plugs, drained the fuel out of the intake manifold. The engine would idle rough and die as soon as I gave it gas. I checked the intake manifold and it's still dry, I pulled the plugs and they are wet.
My questions are,
Is it possible that the fuel pressure regulator is bad even though it's not pumping fuel out of the vacume hose?
The out side of the FPR is wet with gas as if it's slightly seeping through the metal, does this mean it's not working properly?
What else would cause the intake manifold to fill up with gas?
Any suggestions as to what I can test before replacing the FPR?
If It was'nt getting spark and I kept cranking the engine over, would this fill the intake manifold with gas and foul out the plugs?
Any information would be much appreciated
