I agree with everything those guys said, but I'd like to add another vote for making sure you don't have a vacuum leak somewhere. Vacuum leaks are the bane of the turbocharged cars, especially the ones with all the plumbing associated with intercoolers. Make sure you've checked that out *very thoroughly* before you start going after other stuff.
You can use carb cleaner to find a leak by spraying it around various connections and looking for an idle speed change (though AIC can fool you and mask it). Another check: with the engine warmed up and running, open the oil filler cap -- if nothing happens you probably have a vacuum leak (you can also check by inducing a vacuum leak at one of the 5/32 hoses, etc, etc). The PCV system should be completely closed and not allow extraneous unmetered air into the system. This is an often-overlooked source of vacuum leaks. Others are the turbo bypass valve, your charcoal cannister (the small line to the throttle body), your vacuum advance unit, etc.
A vacuum leak can cause exactly the symptoms you describe: wild fluctuations at idle that go away once the O2 sensor warms up, allowing the ECU to compensate.
