my 87 was similar....
if you have any noise from the motor/pump assy then fuse on fender is ok...
there are two relays on the 87, not sure if 88 changed. they are near the motor and wire into it. they give the motor forward or reverse for up down. (it's a DC motor after all...). if you have ever opened the power window switches and found the surface pitted, or dirty, and cleaned them then you are part way there. I opened the relay cans, got some 400 or finer paper, folded on a piece of metal, and *carefully* polished the contacts. they were pitted. ( i used a piece of window wiper blade mount metal to apply). be very careful to not bend anything...
reapply and reinstall. mine worked then. the relays are about $50 each and I didn't want to buy them...
another symptom was it kept blowing the fuse. the reason was that it had too much resistance due to the dirty relay contacts. the worse the got, the faster they got worse... :)
