The canister is supposed to tick around once per second, maybe more, maybe not at all, as the solenoid on top fires off. Of course, it's called something fancy that it's not (the Evaporative Loss Control Device) just to push the prices up. I have yet to see one of these fail. The solenoid will only release vapor under certain operating conditions.
Definitely replace the "elbow" rubber hoses on top. My S has two. If you're hunting for vacuum leaks, you're apt to have better luck with each and every grommet between the plastic vacuum fittings and the intake manifold, and the same story (very important) on the valve cover. Also, at least on my NA cars, the small vacuum line going to the valve cover fitting gets heavy exposure to oil vapor and will break down (get very mushy and "sweat") enough to be replaced yearly.
Nice car. Maybe I'll get a CE in another 5 years or so, but the '92 is doing just fine for me now, and the '88 for the winter is still a low mileage car (196k).
