Anything that is in the way like that jagged tin can is just slowing the air down and robbing performance.
Those things are based on a demonstation of something that we used to do to get water out of those big water cooler jugs faster. Those jugs are very large with a small opening. If you swish the jug around to get the water to make a whirl pool it will rush out of the jug much faster than just turning it over and letting it glug glug glug out of the jug.
The thing is, the reason the whirl pool action makes it go so much faster is that it creates a "wormhole" straight up to the top of the inside of the jug so the water is displaced by the air and there is no suction created by the water leaving the jug.
If you turned over the jug and cut a hole in the bottom (which is now up) the water would run out much faster without swirling it.
You'll save more money and have more power by keeping your tires properly inflated and your engine in tune.
