ELCD valve??? Long and rambling

Hi Gang, have been having some idle and boost issues lately. I thought I had solved these when I found the vac hose from the fuel tank to the char./can. was gone. This I replaced. My idle no longer 'hunts', but I am still about 1/8 in from the yellow/red line under full boost. After replacing hose and testing, I noticed at idle a 'thub, thub, thub... from the char/can. Does this sound like a bad ELCD valve? Hmmm
