This is almost certainly a ground problem. I just had almost the same exact thing happen(tach wrong, left signal on, high beam, etc.) What solved it for me was the ground connector by the battery under the radiator drain. Unscrew the ground bolt and grind the metal back down to a shine, clean and reconnect. If this doesn't work, do the same for the ground in front of the fuse box. There is another ground that you should check if these fail to solve it up by the top of the clutch pedal, but you will have to take out the under-dash padding piece to check that one.
