Where am I getting air to feed my (high) idle??

About a month or two ago I started developing a high idle once the engine's warmed up. It starts out a little high - maybe around 900 rpm - then goes up to around 1200 rpm when it's warm. I've replaced all the engine interior vacuum & PCV hoses. I cleaned out the AIC & its electrical contacts. Still no change in idle. Then I tried blocking the AIC hose to see if the valve was even working. With the engine hot & the hose from the AIC to the TB blocked (I left the hose leading into the AIC connected), the engine initially idled around 700 rpm but rose up to 850 & sat there. I could see the AIC open completely at startup & then slowly close itself as it tried to adjust.
And this is where I get confused. I held my hand over the snorkel intake to gauge the amount of air I was getting in. Nothing! So I tried stuffing a rag into the snorkel. Still nothing! There's no suction at the snorkel intake (the rag did not get pulled in) & no change in idle. I unpluged the AIC hose & connected it back up. When I started the car, it went up to 1200 rpm. I held my hand over the snorkel again, & I still had no air intake. Stuffing the rag into the snorkel again had no effect on my high idle.
Can the vacuum canister that controls my interior air distribution box be part of this problem? A few months before I started having the idle problem, I noticed my interior distribution controls were no longer working after the car was turned off (canister quickly losing vacuum?). Is there another probable source for this amount of air? Am I completely misunderstanding the whole air intake path?
